Your proposed operation IS in fact a puppy mill. In order to do things the right way, there is NO WAY around the "red tape". Are you talking about "adopting" out yorkie pups for a minimal fee or "selling" yorkie pups for a profit? If it is a profit making operation, you are talking PUPPY MILL. Either way, without the proper breeding stock, the dogs stand to lose.
And if you haven't done your research, had your breeding stock evaluated and tested for suitability, then it is simply a way to make $$ off of this glorious breed. Either be part of the solution or part of the problem.
