Embarassed New Yorkie Parent

Hello, my name is Lynn and I have had my Brownie for six weeks now. My daughter purchased him for my birthday. I absolutely don't know anything. He was the runt of the litter and at first I didn't know if he was a yorkie, he was/ is so small. Now he is growing and looking more and more like his breed. He is 13 weeks old and im discovering that he was too young to be to giving away when I got him. He is doing all types of bad stuff. I think it's because I am too busy to sit and train him and the vet said he is really not ready to be out around other dogs or people until he has been giving all his shots. Now the potty training is going good but this biting must stop. I know his teeth itch but to try and bite some one to get down out of their hands or to get what you want cannot continue to go on. At what age should I see a change in this biting at people?
