Table of State Laws Concerning Minimum Age for Sale of Puppies," on
Animal Legal & Historical Center.
"Approximately twenty-five states have laws or administrative regulations that state how old a puppy must be before it is offered for sale or adopted out to an owner."
Kentucky does not appear to be among the states that has a restriction. See the chart at the bottom of the article--it lists Kentucky, but there were no requirements summarized.
