I checked my small animal clinical nutrition textbook, and a puppy definitely needs to be fed puppy food because it has a higher calorie content and extra calcium and phosphorus for a growing dog. Hopefully you'll be able to get him to eat sufficient quantities of his food. If you can get him past the puppy stage, he should be able to eat the hypoallergenic adult food that your other dogs are eating. If he absolutely won't eat his puppy food, but will eat adult dog food, you'll have to check with a canine nutritionist about supplements to bring the adult food up to par.
