You should never have a leash hooked to a collar let alone a collar that tightens when you pull it because it does damage to their tracheas. If the buddy belt is tightened properly then she can not get out of it. There are many ways to train dogs how to walk good on the leash you could try that. Honestly there never is no fear when doing anything. You could get mugged, attacked by a human or an animal and so on nothing is ever perfectly safe you just have to do your best.
