Your babies are just adorable. Until they are both trained how to walk properly on leash I would use individual leashes, holding one leash in each hand keeping them separated. Even on separate leashes it can be a hot mess but easier to untangle.
When I had my pack of 3 all were on separate leashes.
Your 4 1/2 mo old baby, is he/she finished with all vaccines. If not that puppy should not be walking outdoors.
