They likely need dentals from the vet. Many dental issues (AND build up from not brushing) are happening *under* the gumline and those issues can only be rectified while the pup is under anesthesia. All dogs will need dentals in their lives - it's just part of caring for every dog. Yours sound like they need dentals very badly, so I'd get them in soon, as they could be in pain from dental issues as well.
