Emma gets very excited as well when it's time to go outside. However I just stand there until she calms down. She's gotten the point and will turn around and stick her harness out ready to go out when she notices I'm not going anywhere until she calms down.
I don't pay her any attention when she's overly excited as she does "excita-pee" at times, so to save floors I don't acknowledge her until she's calm.
