Well if he gave you that FB page I would defiantly stay far away from anyone that advertises "pocket puppies". Good reputable breeders will sometimes have a runt in their litter that will be tiny, but not purposely breed for tiny dogs.
You may have to look outside of NY for a good reputable breeders.
The AKC just registers AKC litters, they do not do background researches on breeders, always best to do what you are doing, research the breeder
