Stop giving him free run of the house!!!
Put him in a area that he can't do damage to and take him out to pee with lots of praise and treats. Put the belly band back on when he enters the house.
I took Buddybear out starting as a young pup for 20-30 minutes then gradually increased the time. Be consistent.
