I am not a pee-pad user so maybe I am speaking out of turn, but I don't think you should have more than one place to have them go potty inside the house. I think using pee-pads should be viewed the same as going outside to potty. There should be a designated area for going potty. You need to pick that area whether it be in the bathroom, kitchen, garage or where ever. and you need to bring them to that area when you want them to go. If they can learn to walk to the door to go outside to potty, they can learn to go down stairs or out of other rooms to go to the designated area to potty. (same concept).

I think having more than one room to potty in is when people get into trouble and their dogs never really get 100% house broken, because you are training them, that it's ok to potty anywhere in the house. They have a hard time distinguishing from a potty pad, carpet, or rugs. But they won't have a hard time distinguishing between the "one" potty room and all the other rooms in the house once they learn what you are asking of them.
