This poor lil baby that you rescued, no reputable breeder would keep their dog in such horrible condition, sounds like a puppy mill breeder to me. Did you get her spayed, if not at 7 years old she is in high risk of getting mammary gland tumors and pyometra which both can be fatal, but I am sure you already know this.

I cannot offer grooming advise, I keep my kid in a puppy cut 365 and done by the groomer but, he does sport a top knot.
