Absolutely YES, 7 weeks old is way to young. A reputable breeder will let their pups go at 12 weeks old. In this time the momma is teaching her babies Bite Inhibition, the ability to control the pressure of their mouth when biting to cause little or no damage, litter mates also play a big roll in this.
Some puppies at 12 weeks old are using wee wee pads. Also 12 weeks old is less stress on the baby when it transitions to it's new owner.
Years back 8 weeks old was the norm for getting any puppy, so was sticking their nose in their poop or pee if they didn't make in the appropriate area, hitting the dog when it did something naughty.
It has been proven positive reinforcement praise and reward work out far better in training then hitting, sticking their nose in poop, and leaving a puppy with it's momma and litter mates until they are 12 weeks old is best for a well adjusted puppy.
In some states it is illegal to sell a puppy under 8 weeks old.
Only BYB (back yard breeders) or people that are not breeders will let a puppy go at 7 weeks old because they are tired of taking care of puppies and just want to get them out of the house and get money in their hand.
Be very Leary of anyone wanting to get rid of their puppies at 7 weeks or younger.
My advise is stay away from this person.
I know you are wanting another baby, to avoid heartbreak seek out a reputable breeder that holds their puppies for 12 weeks.
