I agree. Give him some time to settle in.

I'd probably restrict him to areas that aren't carpetted and don't have nice furniture (ie kitchen, laundry room, etc) until he is trustworthy. Also, be sure that you lavishly reward him with praise and treats if he goes on the pads. If you catch him doing it wrong, hustle him to the pee pads. If you don't catch an accident until it's already done, say nothing.
