I found my Yorkie was hughly frustrating to walk until he was about a year old or so. He wanted to sniff absolutely everything and barked in fright at anything different including posters for a coming election, a new car in a driveway, people, etc. It took forever to get anywhere. He gradually acclimatised though and was fine. Our second Yorkie was no problem at all (though he over-reacts to other dogs) but I believe having the older dog with him helped.
It could be that repeated slow and very calm walks may work. I wonder if treats might help too.
