I agree with Butterfly. However, you also need to be consistent or she will never catch on. She is 22 weeks old, so about 5 months old right? And you have tried newspaper, then outside, and THEN a litterbox? How on earth is the poor dog supposed to know where to go??? Pick one and make a committment. In my opinion, outside is the easiest for the dog. Try crate training (skip the playpen) and stop confusing her. Get some yummy treats and start outside training. She's young enough to catch on quickly. Good luck.
