Everytime Emma has done it, I clap at her and give her a firm no. She picked it up pretty quickly that she couldn't/shouldn't do it. She just grumbles to herself now when she wants to bark at the noises of the neighborhood.
Distractions/redirection with your affirmation of "NO" yet firm will help you. So start with clapping, if that doesn't work, try a noise maker like pennies in a bottle, or escalate to a spray bottle when she's barking. I don't think it takes that long for yorkies to pick up the command of "hush", "No barking", etc.
Emma has learned that if I say "no ma'am" , "excuse me" , "eh ehhhh", "not today" LOL she gets what I'm saying and she gets quiet. I think its the tone to be honest.
