My kid is 12 pounds, I get the 12 inch ones for him, at his size the 12 inch is still a challenge to him lol. Stay away from the braided type, when it gets smaller the braid comes apart making it thinner and easy to be swallowed. I buy Red Barn, I get them in a animal feed store not the chain Pet Supply's, etc. type stores. I buy the long rounded single type. They also sell them in 6 inch size for the smaller pups.

Stay away from Antlers they are way to hard and IMO will cause teeth to break or crack on toy breed dogs.
