The actual wording is "must not exceed 7 pounds" (which is basically for show dogs imo) but that does not mean anything under 5 should be shown or bred.
Yorkies can be any size at all.
The main point is that there is NO such thing as a "teacup yorkie" and that term should not be used...nor should anyone encourage the intentional breeding of tiny yorkies even if one wants to consider them "standard" because the wording is as it is.
