That's a yorkie trait, and can be worked on. When I had my 4 (now passed) girls they were very spoiled by me, I gave in to them all the time because they were just to darn cute.
I got my adopted boy when he was 2 1/2 years old, we are a team 4 years now. I am a bit stricter with him, example, he has breakfast at 6AM, not 5:50, not 5:55 am. I am an early riser, sometime up at 4AM, my guy thinks it's time to eat and will whine and carry on. I tell him "it's not time, you have to wait" it took him a long time to learn he has to wait. He still whines, but when I tell him he has to wait he'll jump on the love seat and nap for 10 minutes then starts again. Consistency in training is a must, no giving in, if you give in just one time your baby will know if she keeps it up she will get her own way. It is very easy to be "owned' buy your yorkie lol.

As for anxiety, none of my babies had that but we have many members that have this issue with their babies, I am sure they will pop by and offer advise, suggestions and their own personal experience.
