You could suggest for your sister to look at some information online, for example,
The Yorkshire Terrier Club of America
The standard Yorkie show competition size is up to 7 lbs. That doesn't mean a full Yorkie doesn't grow up to be bigger. Some even have 15 lb Yorkies! Think of it as a taller or shorter human sibling, but you're still all related. Your sister may be misinformed about what a Yorkie is by what people call 'teacup' Yorkies.
