I have three. I grew up with multiples but only has just Callie for a long time. Joey kinda fell into my lap and after seeing him playing with my aunts dog I felt bad for him because Callie is older and couldn’t play so then came Penny. It’s probably just her personality you could try training simple tricks and commands to build confidence.
