Default Exercise/walk in the winter

I live in the northern part of Canada and our normal winter temperature is around -20C (-4F) and I know sometimes it's been around -30C (-22F). I need advise on how to make sure my 5.5 pound yorkie gets the exercise she needs. She's used to morning and afternoon walks in the summer/spring/fall time that can be up to 40 mins (like 20 mins of sniffing and 20 minutes of actual walking haha).

What do you guys do in the winter time?
