Some people don’t have that kinda space or even money for that. Many many smaller dogs are good apparentment or condo dogs and don’t have back yards. Mine don’t wear boots out to potty but they would for walks we just shovel a little path and everything is fine. Lots of people take their dogs for walks no matter the whether and they are going to run into salt.
