My Muffin has always tried teething on my hands and she still wants to bite my fingers even when I try to push a toy into her mouth in place of them. And I got her at 12 weeks of age. \
Some pups just like to chew on humans and we're continuing to work on this with any and all toys or dog chews that I can find. She is now 8 months old and still tries to play-bite my fingers and we are still working on it.
