Well when he gets really hungry he will eat in any of the cases. The important thing is to stick within one of the methods.
If you prefer, you can leave the food so it is accessible for him all the time. That way he knows that whenever he is hungry he can go and eat. That is how we proceed with our Zuzi.
What other people do is to bring the food every day at the same time, let's say 16.00 o'clock. They keep it for 15 minutes and then hide it until the next day. That way if the puppy misses the meal he will know that next time when he will be able to eat is tomorrow. This method works well for the more capricious babies.
