It's still okay to use Neosporin. It's more for superficial wounds like scratches than puncture wounds. With puncture wounds, there is always the possibility that bacteria have been introduced under the skin where Neosporin can't reach. That's not the fault of the Neosporin.

The Mayo Clinic released these instructions for treating puncture wounds just a couple of weeks ago: Puncture wounds: First aid - Mayo Clinic

They recommend antibiotic ointments like Neosporin. HOWEVER, they do have the following caution:

Keeps bleeding after a few minutes of direct pressure
Is the result of an animal or human bite
Is deep, dirty or caused by a metal object
