Invest in an ex-pen. Cover the entire area in there with pads. This way he goes on the pad because there is no choice. When you bring him out, leash him to you so you can watch him. When you see he is going to go, pick him up and put him back in the ex-pen. Every time you see him potty on the pad praise him. Yelling at him will only make him hide where he goes.

You can also put his bed and food in the pen. After a week or so remove the pads from under his bed and a bit more every week. He should continue to go on the pad even though its getting smaller.

You have to watch him and not let him have free run of the house until he is trained.
If you can't watch him put him in the ex-pen or try a belly band.
