People are human and make mistakes, including police officers. This is not the forum to prosecute either the dog owner OR the police officers involved, or to make idle speculations on what may or may not have happened. This case is being investigated by the appropriate authorities, and they will issue a final report when the investigation is finished. Until then, it is pointless to speculate or proclaim the innocence of any party involved.
