Try keeping him crated, then let him out to do his business on a pee pad (or take him outside). When he understands what the pad is for let him have his freedom, gated in the kitchen. Also, if you want to take him into the carpeted area, use a bellypad (with or without the pad - your choice). Dogs are like babies, and children....each has it's own likes and dislikes....strengths and weaknesses; you just have to keep working with them until they get old enough to hold it a little bit. With love and patience he'll learn.
