I am far from being an expert at this but I think pee pad training is more difficult for them to understand than going out side. I am trying to pee pads with my pups. the other 2 go out side and i had no problem getting them trained. the pee pads are more difficult. it seems that anything laying on the floor is fair game to them. It sounds to me like he is showing you where he is wanting to go maybe in rebeling for yelling at him. try giving the treats for going where he is supposed to go. works for us here. have patience and it will all fall together. good luck.
