If he has run away several times before, I guess I would never, ever have him off a leash - not under any circumstances whatsoever. If you take him in the car, a leash should be ON him even in the car.
Also, if he is known to run away - why is he not chipped?!
Do tons of posters, post on NextDoor.com, call shelters, get him chipped ASAP if you get him back.
I hope you find him. And if you do find him, I hope you take better measures to keep him safe since he's been lost multiple times now
