I really don't like the baskets that are just hooked up to the handle bars... made me nervous because they're just not stable as it interferes with steering. It felt as though I was fighting against the weight of my dog whenever I manuvered around an obstacle, and unless my 13 pounder kept perfectly still thoughout the ride I can feel the steering being thrown off a bit whenever he shifted. My advice is to get a basket that mounts to the front fork of the bike AND the handle bars. It made a huge difference. Just go to your bike shop and they should be able to help you.
