Is he used to a crate? If so, after you've given him a chance to pee on the pad and he's refused, crate him for about 10 minutes and try again. Repeat until he pees on the pad. Then it's play, play, play or whatever floats his boat. If he has any opportunity to pee on the rug, he will, so take that opportunity away. Eventually, he'll get it.
