Sad Senior Yorkie, urinary issues?

Good morning,
We have a 13yo Yorkie who has been having issues while urinating. Started with us finding large puddles around the house when he never had done that. Took him in, they tested urine, all was well, didn't feel anything out of the ordinary. Put him on antibiotics in case it was an infection they didn't pick up. Didn't change much, still was urinating A LOT. Noticed he was straining to urinate to point of pooping himself. We have been using belly band because he pees so much. Or tries to. Fast forward two months, he has had three rounds total of different antibiotics, x rays, no stones, ultrasound, no tumors, now they have taken urine directly from bladder and are culturing it to see if it's an infection that requires different meds. Activity level somewhat diminished, appetite fine, drinking a bit more... About half cup a day. Still goes on daily walks around block, pants a bit more but so do I as I have aged. He also has these "seizures" every once in a while? He just stops what he is doing and twitches for about ten seconds and it's over. Not sure it's a seizure or if it's related. We are at our wits end. He literally wants to go out five minutes after coming in, sometimes even peeing in his diaper in between. Anything ever experience this or have any ideas?
