I am not sure if you already took some steps regarding this issue, but the type of cough you are describing could be cause by a heart condition. I know this because this past February my 15 yr old havanese die from it.
If you have not done anything yet, I would advise xrays and CT scan to eliminate the possibility of a heart condition which by the way is very common in small senior dogs.
