Sammi has both short and retractable if we are going somewhere I know lots of people and dogs are going to be I use his short leash if I am going somewhere more isolated I do use his retractable that said I keep him fairly close to me and never let the lead go out to full extension
I too cannot stand anyone who does not have control of their dog I was on a walk with Sammi and a lot bigger dog was on a fully extendable retractable lead and came running up to Sammi growling etc I said to the owner you need to keep your dog under control and I got a mouthful of the most foul language I ever heard
So I think it's ownership responsibility whatever lead your animal is on
The one thing that really annoys me is people who do t leash their dogs at all
