It depends on why they were tiny. Possibly moms uterus has some areas that don't supply adequate nutrition through placenta. Doesnt sound like it, but If pups were born premature that probably would not be genetic. I would lean toward a genetic component and not repeat the paired breeding. If you own both then if it repeats a necropsy would be very beneficial.
