Default Retractable leashes

Just venting. Retractable leashes aren't leashes IMHO. I am so tired of going on walks or to parks that post leashes required to encounter owners with dogs who are "leashed" but not under the owners direct control. They approach other dogs, people, picnics, gardens, etc. with their owners smartly looking on as their leashed dog invades, intrudes, and poses any manner of concern. Rarely do they retract the leash but rather reassure you their dog is "okay." Well, I'm not okay with that. I guess ordinances need to specify the length of the lead.


Unfortunately, I have a family member who IS one of those owners who lectures me that it is my problem and my responsibility to approach each owner with the straying "leashed" dog. Ugh.
