If she was breeding with a sire with only one testicle descended than she should have known it is a possibility. If she kept the puppy until 12 weeks then she may have known. It is a genetic condition and your breeder should pay for the additional costs associated with the neuter if your contract has a congenital clause. I know most contracts offer a return of the puppy for congential issues and not payment of vet bills, but in this case i would think they would pay the extra $100.
