If I had seen it, the one question I would have answered first is the highlighted one...YES, they can scream like that.  LOL my Olivia screams so loud sometimes, she scares all the pups AND me....Sometimes it is illness as she has had some ongoing issues; but good grief sometimes it defies any explanation.  The scream that comes out of that little 4.5 lb pup is deafening. 
She is famous for torturing me when I groom her....just touch her feet and bam there she goes...I once had a friend over and she was doing some craft projects...when she got here I was just finishing grooming Olivia.  She screamed and my friend came running, asking me what I did to her.  I was like...OMG what did *I* do?  LOL  
And let me add, she is not even high strung....just a prima donna.    | 
 
  We had a beagle growing up that would sit on the opposite side of the couch as my dad and when no one else was in the room with her and my dad she would scream so my mom would come in and fuss at my dad. I caught her doing it one time. It was so weird like she wanted my dad to be fussed at lol.
