Here is an article from Canidae that confirms what I wrote above. Actually, meat meal is considered to be a more desirable ingredient because the nutrients are more concentrated than those in meat alone. Meat VS Meal | Canidae

The wikipedia article on chicken meal also confirms that nutrients are more concentrated in chicken meal as opposed to chicken: https://en.wikipedia.org/wiki/Chicken_meal

An article from the Dog Food Project notes that meat meals are more concentrated than meats, and that they can be a good ingredient in kibble provided the quality is high: The Dog Food Project - Meat vs. Meal

So to answer the OP's question, a dog food containing meat meal could potentially be better quality and have more nutrients than dog food containing meat alone.
