Exactly right. Harassing/taunting/torturing other living beings and getting some sort of pleasure from it, or something positive from it is pretty sociopathic / psychopathic.
Ya know...if it were me, I think I might call animal control and ask them to send an officer over to speak with him. Maybe someone in an official looking uniform will set the little arseling straight.
Honestly though...? This falls almost entirely upon the aunt. He is HER responsibility; she should be making him follow whatever YOUR house rules are - period, end of story, done and done. Not cool that she isn't
