Not saying I want a sheltered or whatever pup I'm just saying it would be normal for any pup to be a bit stressed in that case. It wouldn't even mean they were sheltered or from a bad breeder it just happens. There is a fear period at around 16 weeks and even the most exsposed puppies can have a little stress at that time.
