I disagree with your reason about why a pup would be stressed because that's just not true. Some puppies can be more sensitive to things then other puppies or they could be stressed out by the million things that happen when flying it doesn't mean the breeder didn't do a good job. There is also a fear stage around 16 weeks so it the puppy wasn't being flown until then, then they could be stressed.
