Gemy, your situation reminds me of my parents' previous home. Their kids would play in the pool all day and late into the night too. After 11pm! Unfortunately our city has no definitive noise bylaw. It's something subjective like "shouldn't be a nuisance to others". In the city where I work, we have strict noise bylaws, specifying the hour of the night when people need to shush, which is nice.
I have no suggestions, but I feel your pain!
