She just might have socialization issues and bitting issues but you can work with those. An hour should be ok but I would get her to eat before. You can boil the chicken and sprinkle it in her food. My little boy I got who was passed around to two homes before I got him was 9 weeks old but I had two other yorkies at the time so it helped socialize him but he got bad separation anxiety and I don't know if it was because he was so young or from being his third home. She might also like a more wet food you can buy some or soak her kibble in hot water for a few minutes and then drain it.
