If you look at the apoquel prescribing information written by the company, they have a dosage table, but it doesn't go under 3 kg. However, in the written cautions, they don't say that dogs under 3 kg shouldn't take it. Here is the link to the full prescribing information:

I suspect that they don't have dosages for smaller dogs in the table because they don't manufacture dosages that low. I didn't see anything to indicate that smaller dogs can't use it, though.
