Amen. Even when I boarded Tibbe at his vet I made them promise they would exercise him only in a fenced yard, take him on no outside walks. Just can't trust caretakers to be that careful as they could be on their phones texting, not watching what they are doing.

Animal control and those volunteer groups who catch feral and stray dogs to find them homes are the ones to call when you need a frightened stray dog caught without the owner being present. You likely need someone who does this all the time like our Duck Team 6 in the Dallas area. Maybe you could Google to see if you have anything like them where you live.
