Yeah I wouldn't suggest a diaper. If a dog is potty trained, they should be fine holding it. I imagine a lot of dogs would be too nervous to potty on a plane bathroom anyway in such a confined space. As far as the Trakr, it can be good, but it depends on where you are located as the technology depends on other TrakR users. If the TrackR device is 100 miles away from you, the app will just show the last known location if another user with the app running walks within Bluetooth range of the device. It will show a time stamp as well as the location in the app. Because it relies on the presence of other TrackR app users, to get updated location, it is not a fail-proof way to track your dog in the event they go missing.

They do sell live GPS collars for a monthly payment plan similar to a cell phone but these seemed to have mixed reviews. Whistle is the more popular one. I haven't made the investment yet.
